Detailed Tasks Assigned:

Assist the MoE in establishment of an internal structure which will facilitate collection and spreading of results in the waste field to other regions. This could include tasks as:

· Arranging a national conference/workshop on experience from local plans and regional strategies

· Arranging a national conference/workshop on best practices and innovations by pilot activity around the country

· Documentation of projects and a system for follow-up

· Establishing an organisation for distributing guidelines on important waste issues

Assist regional authorities in launching public awareness campaigns for waste reduction, recycling and similar related issues

Key Qualifications Relevant to the Assignment:

Related to the tasks on assignment I have had experiences with the most important environmental organisation of Italy, LEGAMBIENTE, in its projects in Albania since 1998.

In the period October 1998 – June 2000, LEGAMBIENTE and one Albanian NGO completed the project “Rising the public participation in the management of the environmental problems in Albania”. The project had a budget of 400.000 USD financed from the European Community. I used to have the role of the local coordinator and tutor. We made a campaign of formation in the schools of three most important towns of the country, Tirana, Vlora and Shkodra. So, we worked especially with the students and generally with young people.

In the period August 2000 – October 2000 the same LEGAMBIENTE Albania, managed the project “The young environmentalists for the local Agenda 21 of Tirana, Shkodra, and Vlora”. In this project financed by the Canadian Government with 75.000 USD, I used to be general coordinator and tutor. From a large number of young people having participating in our training courses, we selected three local groups elaborating the three respective local Agenda 21.

Related to the tasks on assignment, my professional experience as a lecturer at the University of Tirana is very important. I teach “the policies for the environment”, and it is an important part of this subject the participation of the public and the awareness of the public for the environmental topics.

Education:

I have achieved the PhD degree in “Managment of the environment and of the resources of the territory”, at the University of Lecce (Italy), during the period July 2000- October 2004. My final thesis was “The management of the resources of the territory for a sustainable tourism model in the coastal region of Himara (Southern Albania)”.   

In the period October 1994 – November 1995 I finished the master studies at the Institute of Geography of the University of Aix-en-Provence (Marseille I), France. The field was the Geomorphology, and the option was “Karstic and anthropised geosystems of the Mediterranean region”. My final master thesis was “The travertine site of Borsh: human impact, evolution hypothesis, and a sustainable management scheme”.  

In the period September 1987 – July 1991 I completed the bachelor studies in “Geography”, at the Department of Geography of the University of Tirana, with a valuation of 9,8 / 10. My final thesis was “The study of the High Erzeni valley for its geomorphologic chart”.

I have followed different training courses on different environmental topics, as on “the methodologies of the public participation on the management of environmental topics” with specialists of the LEGAMBIENTE (1998), or on “the contemporary methods of the management of the protected areas” with specialists of the WWF (1995), or on “the lobbing on a environmental campaign” with specialists of ENEA (1999), etc.   

Employment Record:

Since October 1991, I have a fulltime job in the University of Tirana, in the Section of the Physical Geography and Geomorphology. Since 1996 I am a lecturer at this University, and I actually teach “The geography of the environment” and “The policies for the environment”.

In the meantime I have covered different part-time duties in different projects of environmental and social fields.
